With reference to your letter

of the 18 of March (F 3132/38/87) about

the Hong Kong Nemazee, Sir John Ander-

son was still unwilling to agree to our

telling Hong Kong that they could with-

draw the restrictions on the grant of

travelling facilities until we had

received an assurance from Hong Kong

that they were satisfied that he is no

longer connected with the illicit

traffic in opium. This was still asking

for more that we thought reasonable, but

in reply to a telegram which we sent to

the Governor, Clementi has now said

that he has no ground for suspecting

that Nemazee has resumed his connection

with the illicit traffic in opium. As

a result of this telegram, Sir John

Anderson has agreed no longer to press

the
